Properties can begin with the training foundation and move toward deeper reporting, policy, and readiness controls as program requirements are completed and maintained.
The tier descriptions below communicate the intended program structure. Final criteria, verification, renewal, display permissions, and availability are governed by Harbor Alliance program terms.

The property adds structured reporting access and manager awareness to its training foundation.
Policy and readiness
The property demonstrates stronger policy, signage, training, and operational readiness controls.

The property participates in the broadest available Harbor Alliance prevention and readiness framework.

The Texas Office of the Attorney General approval applies to Harbor Alliance human trafficking training. It does not constitute Texas OAG endorsement, certification, or approval of the separate Harbor Alliance Safety Shield recognition program or of any participating property.
