These terms govern use of Harbor Alliance’s public website. By using the site, you agree to use it lawfully and understand the limits of the information and services presented here.
1. Acceptance of terms
By accessing or using harboralliance.org, you agree to these Terms of Use and the posted Privacy Policy. Do not use the website if you do not agree. Separate platforms, courses, portals, applications, or third-party services may have additional terms.
2. Website purpose
This website provides information about Harbor Alliance’s nonprofit mission, approved training, prevention programs, commercial-sector initiatives, donation opportunities, and developing operational tools. Content is educational and informational unless a separate written agreement states otherwise.
3. No emergency, investigative, or legal services
Harbor Alliance is not a law enforcement agency, emergency dispatch service, victim hotline, law firm, medical provider, or investigative agency. Submitting a form, sending an email, making a donation, or visiting the website does not initiate emergency response, protection, investigation, legal representation, or individualized victim services.
4. Training and Texas OAG approval
References to “Texas Attorney General approved” or “OAG approved” apply to the specific Harbor Alliance human trafficking training course approved for the applicable commercial lodging training purpose. Approval does not mean the Texas Office of the Attorney General endorses Harbor Alliance as an organization, endorses every program or website statement, or certifies a participating property as free from risk.
Training access, eligibility, course requirements, certificates, and records may be governed by additional enrollment or platform terms. Users are responsible for providing accurate information and completing required coursework honestly.
5. Safety Shield and readiness designations
Safety Shield is a Harbor Alliance program separate from OAG training approval. A Shield level or other readiness designation reflects defined program criteria at a point in time. It is not a government certification, guarantee of safety, finding of legal compliance, insurance opinion, or representation that trafficking cannot occur.
6. Donations
Donations support Harbor Alliance’s general charitable and educational mission unless a written restriction is expressly accepted by Harbor Alliance. Donations do not purchase preferential treatment, initiate services, guarantee program participation, or create an investigative or professional-client relationship. Third-party checkout terms apply to payment processing.
7. Content and intellectual property
Unless otherwise indicated, website text, graphics, branding, course descriptions, program frameworks, and original materials are owned by or licensed to Harbor Alliance and are protected by applicable law. You may view and share public page links for lawful, noncommercial purposes. You may not copy, modify, sell, misrepresent, remove attribution from, or create misleading derivatives of protected materials without permission.
8. Third-party links and services
The website may link to government resources, donation processors, staff portals, training systems, or other third-party services. Harbor Alliance does not control every external service and is not responsible for its availability, security, content, or practices. Review the provider’s terms and privacy notices.
9. Acceptable use
You agree not to:
- Use the website unlawfully, fraudulently, or to harass, threaten, exploit, or harm another person.
- Submit false property, identity, training, donation, or contact information.
- Attempt to bypass security, disrupt services, probe systems without authorization, or introduce malicious code.
- Use Harbor Alliance branding to imply an endorsement, partnership, approval, or Shield status that has not been granted in writing.
- Submit confidential or sensitive case information through a general-purpose form.
10. Disclaimers
The public website is provided on an “as available” basis. Harbor Alliance works to keep information accurate and current but does not warrant that every page is complete, uninterrupted, error-free, or suitable for every legal, compliance, operational, or safety decision. Laws, agency guidance, reporting contacts, program features, and external resources can change.
Website information is not legal advice. Organizations should consult qualified professionals regarding their specific obligations and circumstances.
11. Limitation of liability
To the extent permitted by law, Harbor Alliance and its directors, officers, volunteers, contractors, and service providers will not be liable for indirect, incidental, special, consequential, or punitive damages arising from use of or inability to use the public website or reliance on its general informational content.
12. Changes to the website or terms
Harbor Alliance may update the website, programs, or these terms as the organization develops. The “Last updated” date identifies the current public version. Continued use after an update means the revised terms apply going forward.
